A Resource for All Grantees

July 2025

Authored by: Steven J. Schwartz, Center for Public Representation

Grantees of the Administration on Disabilities (AoD) have sought strategies from the AoD Disability Employment Technical Assistance Center (DETAC) for transitioning from sub-minimum wage employment to competitive integrated employment (CIE) for individuals with disabilities.

To support these efforts, DETAC Subject Matter Expert Steven J. Schwartz from the Center for Public Representation created this two-page checklist outlining 14 key components to guide employment system change. Grantees can use this resource to develop new plans or strengthen existing ones in collaboration with their state partners.
